I'm of the opinion this stuff doesn't need to cost this much. It's more that bureaucrats love to spend money. Tell them it's free and they aren't interested. Tell them about some pricey construction project and they are all about it.
Do the math 680 miles of trails at a price of half a billion dollars. That's nearly a million dollars a mile for a path way that needs to suppport bicycles. Not a ten ton truck.
Anyway... 680 miles of bike friendly throughways sounds super awesome.
